I’m running an AMD A-10 7800 quadcore with Radeon R7 onboard graphics boosted from 3.5GHz to 3.9GHz using AMD OverDrive, 24gb DDR3L RAM, a 2tb HDD and 500gb Crucial SSD for Windows, virtual memory, and Cities Skylines. (Not meant as screaming but to give extra emphasis).
Also look into over clocking or boosting your processor but before you do it MAKE SURE YOU UNDERSTAND THE RISKS 100% AND ONLY DO IT AFTER YOU HAVE ALL THE NECESSARY SOFTWARE AND ANY NECESSARY HARDWARE (cooling fans, paste, etc) AND USE A SYSTEM HEALTH PROGRAM TO MONITOR PROCESSOR TEMPS.
This will not only help with CSL going smoother but it will also speed up the overall performance of your computer. I’d say increase your physical memory to 24gb, get the SSD like snowflitzer recommended but be sure to get an SSD large enough for not only the game, expansions, and mods/assets (think way ahead on this) but also large enough to hold your OS and virtual memory/page file.
